The setting takes place around 1919. The story is about... well various girls developing their abilities I guess. The world was in a demon war, and in order to survive the impending second, various girls with various spiritual powers gather in Tokyo to form an elite group. (I had to learn that from a web page, the show tells you little to nothing). After watching the first two episodes, I still know nothing about it. Perhaps it's because this anime is based off of a video game that the storyline is so poorly put together.

The main problem with this OVA series is this, you need to be already familiar with everything in order to understand this OVA. Now that seems sort of stupid since this is the first Sakura Wars series in anime, and other incarnatnons actually did bother to explain at least a few things. This anime was seemingly created to capitalize on the Sakura Wars buzz in Japan. And honestly, I just can't understand why the Japanese go so batshit crazy over Sakura Wars over there, but they do.

So with the lack of explanation there is basically no character development. The story also has little to no coherency. But that's okay because this series doesn't have much of a beginning or end so under such circumstnaces, why bother with coherency? Where is the plot going? I'll tell you when I know. But I guess farming the writing team out the alszhimers hospital tends to give you results like the plot just wandering randomly all over the place.

The anime seems to develop through years by clips of characters which are nothing more than odds and ends. Often times clips such as an experiment of Cohran's blowing up in her face were inserted for no reason, or relevance to the story - just for a cheap laugh I'm guessing. But then again nothing is really explained in great detail, such as why this group who is supposed to save the world is practicing dancing around in fairy costumes. I'm actually feeling rather charitable today so I will not be as brutal as I could be with this title, so I'm giving it an average rating. I suppose gawking at anime girls may be sufficient reason to watch this title.
